2019 CONNECTICUT LEGISLATIVE AGENDA
CCE works to advance legislation that will protect our natural environment and public health, while working to oppose legislation that will have an adverse impact on our shared environment. Regular sessions of the Connecticut General Assembly are held from January to June in odd-numbered years and from February to May in even-numbered years.
Below is a list of proposed legislation that CCE is working to advance or oppose in the 2019 State of Connecticut Legislative Session.

Limiting the Allowable Percentage of Methane Gas Leaks (SB 232)
Requires gas utilities to limit gas leaks to 1% and prohibits utilities from recouping the costs of escaped gas from ratepayers.

Establishes a pilot program for curbside food waste collection in communities in close proximity to an anaerobic digester.

Permanently extends the moratorium on the treatment, storage and disposal of oil & gas production waste in Connecticut.

Prohibits the distribution of plastic checkout bags at retail establishments across the state

Prohibits any town or state office from entering into contracts to construct artificial turf fields on state or municipal property.

Prohibits surcharges levied on utility customers to subsidize interstate natural gas pipeline capacity

Prohibits the use of Polyfluoroalkyl substances in manufacturing food packaging and firefighting foam.

Establishes a moratorium on the installation of any crumb rubber surface on municipal and public school property

Requires manufacturers of household upholstered furniture to label goods containing additive flame retardants and prohibits the use of flame retardants in products intended for children under 12.

Expands Connecticut’s Bottle Bill to include non-carbonated beverages and raises the deposit amount on covered containers to 10 cents.
